This study is to identify the moderating effect and mediating effect of ego-resilience in the relations between job stress and organizational commitment to obtain theoretical and organizational implication for decreased job stress and improved organizational effect. To examine the results of the study, optimism and ability to deal with stress which are components of ego-resilience help stress of the members controlled and solidarity of organization reinforced, its role is less than moderating effect. However, in comparison with role conflict, role overload, organizational justice and organizational commitment, optimism and ability to deal with stress has larger moderating effect. That is, as role conflict, role overload, perception on organizational justice moderate optimism and ability to deal with stress, and reinforce positive values of job stress, not its negative values, it is found that it has a significant effect on organizational commitment of public servants from local governments. Therefore, it is suggested that the role of ego-resilience as a mediating variable that has a positive effect on overcoming job stress and organizational achievement is more important than its role as a mediating variable. It is believed that this kind of study will contribute to preparation of reasonable organizational management and the policy on human resources.

The purpose of this study is to analyze impacts of organizational culture and organizational citizenship behavior on organizational performance. Particularly this study focuses on examining the relationship between organizational culture and organizational citizenship behavior. This study divides organizational culture into four subculture types: rational culture, group culture, hierarchical culture and developmental culture. It also separates organizational citizenship behavior into five factors: altruism, conscientiousness, courtesy, civic virtue and sportsmanship. The results of analysis show that organizational culture positively effects organizational citizenship behavior and organizational performance. In the impacts of types of organizational culture on organizational citizenship behavior, rational culture and group culture positively affect organizational citizenship behavior and hierarchical culture has a negative effect on it. Developmental culture, however, doesn``t affect organizational citizenship behavior. The findings from this research are that local public hospitals should try to find organizational management strategies for changing organizational culture and enhancing organizational citizenship behavior. In particular, local public hospitals need to change organizational culture to enhance organizational performance through promoting organizational citizenship behavior.

This study starts from a sense of problem that many researches of performance evaluation of public organizations have heavily focused on prescriptive and practical studies without any theoretical backgrounds. Structural contingency theory addresses determinants of organizational performance covers from internal factors(finance, manpower, organizational structure etc.) to external factors(economic situation, public sentiments, political supports etc.) of organizational management. This article suggests the structural contingency theory can be utilized in order to ascertain determinants of organizational performance and dynamics between them. And a diagram is presented to show the relationship of the presumed determinants that structural contingency theory suggests in the context of performance evaluation in the public sector. An empirical analysis is employed based on the diagram based on the organizational performance of the national job centers under the ministry of labor. As the results of the DEA and mutiple regression analysis, it is found that not only several internal but external factors have significantly affected the performance of the national job centers as it is expected in the structural contingency theory framework.

This study attempts to analyze the role of government in increasing trust in the frame of state-centered approaches and suggest possible policy directions for it. Using 2006 ISSP data of Korea, Japan and Taiwan, the results of multiple regression analysis shows that first, the effects of welfare and unemployment policies on the citizens have statistical significance in generalizing trust in all three nations. Second, in the area of political efficacy, which implies political inputs and influences of the citizens on their governments, Korea and Taiwan have an impact on increasing trust. In all three nations, the effective execution of government policies such as welfare and unemployment policies has positive effects on increasing trust. Unlike Japan, however, Korea and Taiwan, with their entry into developed countries approaching, need to prepare policy measures and more actively seek ways to enhance political efficacy of their citizens in order to increase trust in both nations.

This paper aims to examine the performance and evolution of the Local public enterprise``s innovation evolution system. Recent innovations in local public enterprises have been strongly promoting because Local public enterprise have been expanding and increasing. Innovation performance of local public companies that were reviewed at the institutional level and operational level that include Innovation evaluation system, CEO evaluation system, Satisfaction, Business strategy, Ethics and so on. and Impact factors were derived. According to the result, the result of Business evaluation is significant only. This means that business competency is most important precondition for Innovation. Although the Innovation evaluation does not conduct any more, some evaluation criteria were adopted as a business evaluation criteria. we were able to find the evolution of the Innovation evaluation. In conclusion, The Innovation evaluation improves the performance of local public enterprise and has evolved as Business evaluation criterias that is a mechanism of local public enterprise to innovate.

When the Government chooses any alternative policy, economic rationale is of major significance. However, in some cases the promised economic benefit is not materialized in reality. As an example, this paper analyzes ex post economic feasibility of the government-funded investment to Doam-dam. The result shows that the Doam-dam project has no justification in terms of economic benefit. Of course, to assess the loss of such investment after the fact may seem useless. Yet the significance of this paper is that it articulates the factors that have been overlooked in the initial framing of the project to estimate concretely the loss resulted from this overlooked factors. Recently, we see growing number of public projects administering large amount of budget without any substantial cost-benefit analysis. We seeks to provide meaningful criteria for the rigorous evaluation of any government investment with this analysis as a model.

This study set out with the objective to analyze the possibility of ‘flexible hiring of public employees according to individual ministries’. In this study, necessities of the system, expected problems and limits are examined. It also analyzes actual programs and presents policy alternatives. A survey for this study was to be completed by public officials who are in charge of personnel management from August 17, 2009 to September 4, 2009. A total of 177 among 210 questionnaires in 42 ministries completed the survey for a response rate of 84.3%. In conclusion, ‘Flexible Hiring of Public Employees according to Individual Ministries’ should be the final stage for achieving a decentralized employment system. Ministries are responsible for all employment procedures. ‘Flexible Hiring of Public Employees according to Individual Ministries’ should give ministries or offices the essential right of employment selection.

The system of the college entrance process stands as one of the most important matters in the education system of Korean middle and high schools. Therefore, bringing change to the college entrance system is perceived as changing the paradigm of the whole education system. The current system, even though of it``s positive results, has brought about negative effects such as bubbling of grades and bigger grade barriers between schools. The academic reports of individual schools has become unreliable and colleges have depended mostly on college entrance exam scores in selecting students. Due to this, middle school education has become an earlier base for preparing for the college entrance exam. To eliminate these negative effects, the government has decided to introduce the Admission Officer System for college entrance. The purpose of this system is to give admission to students by evaluating the potential knowledge and skill of students. One of the key factors of the system is that it will make it possible for each college to consider it``s own ideology and the specific quality of their recruitment group. However, this system which was made to relieve the severe competition of college entrance and the explosive cost of private education, brings about both expectations and worries. Students and parents are worried that they are not ready enough for a sudden new system. As the time being, evaluation of universities that have been selected to run an example model of this Adimission Officer System in 2007 is very important. This research gives insight on how the system is run, looks into the problems, suggests improvements to safely settle and revitalize the system. For the Admission Officer System to safely slide into the education process, research on this subject should be carried on consistently and also on a regular cycle.

This paper is intended to shed light on the contradictions of mainstream administrative theories within, thereby on the inevitable consequence that leads to their legitimacy crisis in both theory and praxis. The mainstream administrative theories were founded on the modernist thinking, namely on the consciousness, reason and rationality of human-beings. For that, so-called alternative administrative theories including the New Public Administration have challenged them. During the early 20th century, pragmatic public administration spearheaded by Mary Parker Follett also challenged the rational thinking of mainstream public administration. Against the backdrops, this article tries to analyze the foundation and development of mainstream public administration through the lens of O.C McSwite, top-notch public administration theorist in pragmatism or process theory.

The Decentralization Revenue Sharing System(DRSS) was introduced to Korea in 2005 for transfer of financial resources in order to devolve 149 national subsidy programs on local governments. This study evaluates the relevance of DRSS as an model of the transfer of financial resources as a result of the devolution of the responsibilities borne by the central government. In particular, the propriety of the transfer of financial resources was analyzed, focusing on the devolved welfare service programs, as it has become the key issue in the controversy surrounding DRSS reform. It was discovered from the analysis that DRSS is inefficiently structured-it is difficult to guarantee the Equal Compensation Principle, including the expenses required at present and the future, because the extent of financial resources was assessed based on past expenditures and the measures to obtain future financial resources were devised in connection with a certain percentage of Internal Tax. If DRSS is integrated with General Local Share Tax, it becomes impossible to guarantee the Equal Compensation Principle for all autonomous districts and some local governments in the metropolitan area. Therefore, required expenditure in the future must be taken into account in assessing the extent of financial resources for transfer. After a certain period of time(e.g., 5 years), the propriety of transfer of financial resources should be evaluated and improved for the future.
